She's very much one of the core group of characters. Amy for instance has a presence in almost every main-series game since (perhaps not Colours or Lost World, I don't know much about those) but including Unleashed (with only Sonic, Tails and Eggman) and the newest game in Forces. I can only voice my own interpretation, but to me it seemed obvious that they were the choices for inclusion because they only appeared in the past. Ray and Mighty, who have only appeared on Generations posters since the launch of the Dreamcast, speak much more directly to the series' legacy. TLDR version: Though introduced as a very minor inclusion in CD, Amy arguably represents the modern era more.
